Counties can now apply for FY 2020-11 Criminal Justice, Mental Health and Substance Abuse Reinvestment Grants

August 23, 2010

Note: This article was updated Sept. 2 to include a change in county match requirements.

The Request for Application (RFA) forms for the FY 2010-11 Criminal Justice, Mental Health and Substance Abuse Reinvestment Grants are now available for those counties seeking funding to support treatment alternatives to incarceration.

The grants will support a range of programs designed to divert people with mental illnesses and substance abuse disorders from the criminal justice system.  These include mental health courts, justice diversion programs, alternative prosecution and sentencing programs, and collateral services such as housing, transitional housing and supported employment; and re-entry services.

Unlike previous years, cash match has been eliminated as a requirement for both the Reinvestment Expansion and Implementation grants. The match may now be all in-kind. The addendum to the RFA will be available at myfloridamarketplace.com.

Following are some details about the two grant categories: They are:

Expansion Grants of up to $750,000 a three-year period or $250,000 per year.  A maximum of four grants will be awarded in this category to counties that previously received Implementation/Expansion grants under the CJMHSA program. The 11 eligible counties are: Alachua, Broward, Hillsborough, Lee, Leon, Orange, Pinellas, Polk, Miami, Nassau, and St. Lucie.

Applications for Expansion Grants will be due September 20, 2010.  The Grant Review Committee will meet October 7 and 8 to review the applications and then forward its recommendations to DCF Secretary George Sheldon.

It is anticipated that the Department of Children & Families (DCF) will announce the award of the Expansion Grants by November 5.

Implementation Grants of up to $750,000 for a three-year period or $250,000 per year. These grants are open to counties that have not previously received Implementation Grants from the CJMHSA program.  Applications for Implementation Grants are due October 4, 2010.

The Grant Review Committee will meet on October 19 and 20 to review the Implementation Grant applications and make grant award recommendations.  It is anticipated that notices of these grant awards will go out November 15.
